Which Company Has Rights For Dealing With Soundtracks Being Released from this Company

Intrada and other labels have released numerous scores from Cannon films as those are now mostly owned by MGM. MGM works with practically all soundtrack labels.

I should note that some Cannon films, like your beloved Over the Top and Cobra, are exceptions and would likely be done through Warner Bros. when concerning American labels. Intrada and La-La Land have an in with Warner Bros., but there's obviously no guarantee that suitable elements exist despite their age or that the studio (or music company owning the original album rights) would even be interested in licensing those.

There really should be a new and more complete release of Ragland's score for "Messenger of Death".
